It follows the recommendations of the AI Opportunities Action Plan authored by Matt Clifford, signalling a decisive shift towards proactive government support for this growing sector.

AI to revolutionise public services and boost productivity

The UK government envisions AI as a catalyst for transformative change across various sectors. From healthcare to education and beyond, the plan seeks to leverage AI to streamline processes, improve efficiency, and enhance service delivery.

  • Healthcare:
    • AI-powered tools are expected to revolutionise patient care, enabling earlier diagnosis, personalised treatment plans, and more efficient resource allocation.
  • Education:
    • Teachers will benefit from AI-powered tools that personalise learning experiences, automate administrative tasks, and identify areas where students require additional support.
  • Infrastructure:
    • AI can streamline planning consultations, accelerate infrastructure projects, and even proactively identify and repair potholes, improving the efficiency and effectiveness of public services.

The International Monetary Fund (IMF) estimates that the widespread adoption of AI could significantly boost productivity, potentially adding up to 1.5 percentage points to annual growth. This translates to substantial economic gains for the UK, potentially amounting to an average of ÂŁ47 billion per year over the next decade.

Unlocking the potential: Key initiatives

The plan outlines several key initiatives to accelerate AI development and foster a thriving AI ecosystem:

  • AI growth zones:
    • Dedicated zones will be established across the country to expedite planning permissions for AI infrastructure, such as data centers. These zones will provide essential support, including access to reliable energy sources and a skilled workforce. The first AI Growth Zone will be located in Culham, Oxfordshire.
  • Increased public compute capacity:
    • The government will significantly increase public compute capacity by twentyfold, providing the necessary processing power for AI research, development, and deployment.
  • New national data library:
    • A secure and ethical data library will be established to unlock the value of public data while safeguarding privacy and ensuring responsible data utilization.
  • AI energy council:
    • To address the growing energy demands of AI, a dedicated council will be formed to explore innovative solutions and ensure a sustainable energy supply for the AI sector.

Industry commitment and investment

The Prime Minister’s plan has already garnered significant support from the private sector. Leading tech companies, including Vantage Data Centres, Nscale, and Kyndryl, have committed to substantial investments in the UK’s AI infrastructure.

  • Vantage Data Centres:
    • Plans to invest over ÂŁ12 billion in data centres across the UK, creating over 11,500 jobs.
  • Kyndryl:
    • Announces plans to create up to 1,000 AI-related jobs in Liverpool over the next three years.
  • Nscale:
    • Has announced a $2.5 billion investment to bolster the UK’s data centre infrastructure and has signed a contract to build the largest UK sovereign AI data centre in Loughton, Essex.

These commitments underscore the growing confidence of the tech industry in the UK’s AI ambitions and the potential for significant job creation and economic growth.

  • Science, Innovation, and Technology Secretary, Peter Kyle, emphasised the importance of proactive government action:
    • “AI has the potential to change all of our lives, but for too long, we have been curious and often cautious bystanders to the change unfolding around us. With this plan, we become agents of that change.”
  • Chancellor of the Exchequer Rachel Reeves MP highlighted the economic benefits of AI:
    • “AI is a powerful tool that will help grow our economy, make our public services more efficient and open up new opportunities to help improve living standards.”

“For the government’s AI Opportunities Action Plan to be a success, enabling the safe and trusted development of AI is a must. Alongside how you tackle AI’s use in cybersecurity defences. Hopefully we will see more of this in the upcoming Cyber Security and Resilience Bill.”
