EU launches “Union of Skills” to strengthen workforce and tackle talent shortages

With the hopes of building a stronger, more resilient European economy, the European Commission has launched the Union of Skills initiative

Announced in March 2025, this new strategy hopes to empower individuals across the European Union with the tools and training needed to thrive in a fast-evolving global landscape.

With a big focus on competitiveness, innovation, and social cohesion, the initiative responds to ongoing skill shortages and shifting workforce dynamics.

Empowering Europe’s workforce for the future

Europe is currently struggling with significant gaps in key sectors, particularly those driving the digital and green transitions, areas that are central to the EU’s long-term strategic vision.

These sectors depend on a highly skilled workforce, from artificial intelligence and cybersecurity to clean energy and sustainable industries. However, the demand for talent in these areas has outpaced supply, prompting the EU to take action.

The Union of Skills represents a long-term investment in Europe’s most valuable asset: its people. By equipping citizens with in-demand skills and preparing them for future challenges, the initiative aims to ensure that the EU remains a global innovation leader while safeguarding social inclusion and equal opportunity.

Building on existing talent strategies

This new strategy builds on earlier efforts by the European Commission to address talent-related challenges across the continent. In 2023, the Commission introduced the Harnessing Talent Platform and the Talent Booster Mechanism, two key initiatives designed to counter the effects of demographic decline and workforce shortages, particularly in regions facing accelerated population ageing and outward migration.

Revitalising regions through skills and opportunity

The Talent Booster Mechanism provides targeted support to regions most affected by a shrinking working-age population. It focuses on helping these areas train, attract, and retain skilled workers, ensuring local economies can continue to grow and adapt. Meanwhile, the Harnessing Talent Platform is a central hub for showcasing best practices, sharing knowledge, and coordinating efforts across the EU to develop local talent ecosystems.

Together with the Union of Skills, these initiatives form a strong strategy to make the EU more competitive and a more attractive place to live, work, and innovate. The aim is to foster prosperous and resilient communities by ensuring that all regions, regardless of size or geography, can access the talent and skills they need to thrive.

The Union of Skills also has a global dimension. It hopes to make the EU a magnet for international talent by creating an environment where people worldwide can find opportunities to grow and contribute. By investing in both internal development and international attraction, the EU is taking a balanced approach to building a robust and future-ready workforce.
