Barbara Stagno has worked for nearly three decades in numerous roles at several national animal protection organizations
In 2014, she founded the non-profit organization Citizens for Alternatives for Animal Research and Experimentation (CAARE). CAARE promotes a fundamental shift in the way biomedical research is conducted, by disseminating information about the power of emerging science to make compelling progress in ending the use of animals in research. CAARE engages in education, legislation and advocacy to promote the replacement of animals in research with modern and superior methods.
In 2022, CAARE worked at the forefront of a coalition of organizations to pass the FDA Modernization Act 2.0 into law, to remove the U.S. Food and Drug Administration’s absolute mandate for animal testing and allow for the use of nonanimal methods to demonstrate drug safety and efficacy.
In 2021, CAARE introduced the federal Humane Research & Testing Act (H.R. 1744), with the goal of creating a new center under the U.S. National Institutes of Health to fund research without animals, an effort that is ongoing.
Barbara holds a bachelor’s degree from Sarah Lawrence College and a degree in nursing from Excelsior College. After working as a Registered Nurse for twelve years, specializing in critical care and patient advocacy, she now applies her knowledge of clinical medicine and healthcare needs to exposing the unjustified use of animals in research.
