Martin Horn has been Lord Mayor of the city of Freiburg in Breisgau since 2018. He is the chairman of the municipal council and heads the city administration, and represents the city externally and is responsible for the implementation of municipal council resolutions and the internal organisation of the administration.
The Mayor’s portfolio includes strategic management, head office and personnel administration, digitalisation, organisation, legal affairs, regional and local administration, auditing, occupational health and safety, public relations, equal opportunities, international affairs and sustainability management.
Mayor Horn was successfully elected in 2024 to be part of ICLEI Europe’s Regional Executive Committee, serving as President of ICLEI Europe. As part of this remit, Mayor Horn holds the portfolio on Green Digital Transformation and works jointly with fellow committee Members to advance the European Green Deal at the local level and represent the challenges and opportunities in doing so.
