    Professor Gillroy has two earned doctorates: a Ph.D. in Law from the University of Cambridge (2016) and a Ph.D. Political Philosophy & Public Policy from The University of Chicago (1985). His interests are in using Enlightenment philosophical arguments to illuminate a more essential and evolutionary understanding of politics, law and public policy. This method, entitled Philosophical-Policy & Legal Design was introduced in his book Justice & Nature: Kantian Philosophy, Environmental Policy And The Law that represents an effort to replace market assumptions about environmental risk with a Kantian focus on humanity-in-the-person.

    In addition to his scholarship in Environmental policy and law, he is currently involved in a three-book project entitled Philosophical Method, Policy Design & The International Legal System. His objective is to decipher, through PPLD the origin of modern international law using a logic of concepts derived from David Hume, the current dilemmas of the international legal system through the philosophy of G.W.F. Hegel, and the future imperatives of transnational authority as suggested by the philosophical-policy of Immanuel Kant. The first  book in this series, An Evolutionary Paradigm For International Law: Philosophical Method, David Hume and the Essence of Sovereignty was published by Palgrave-Macmillan in 2013.

    He is also the editor of a book series for Palgrave-Macmillan entitled: Philosophy, Public Policy And Transnational Law.
