To modernise local governance and empower communities through technology, the Local Government Association (LGA) has launched a digitalisation framework

This initiative outlines three core missions aimed at revolutionising service delivery, promoting digital skills among residents, and enhancing digital infrastructure across local areas.

Mission one: Digitally-enabled councils

The first mission focuses on transforming local councils into digitally enabled entities that harness the power of technology and data to serve residents better. By using digital tools, councils aim to streamline operations, improve efficiency, and deliver services that are responsive to the needs of the community.

Mission two: Digitally-empowered residents

Under the second mission, the framework aims to empower residents by enhancing digital literacy and providing access to digital tools and opportunities. This initiative looks to bridge the digital divide, ensuring that all members of the community can thrive in an increasingly digital world.

Mission three: Digitally-equipped places

The third mission shows the importance of robust digital infrastructure in localities. It emphasises the need for secure and sustainable connectivity that supports economic growth, enhances quality of life, and fosters innovation within communities.

Guiding principles

The framework is guided by six key principles to ensure that digitalisation efforts are effective and beneficial to all stakeholders:

  • Democratic: Promoting transparency and resident participation in decision-making processes through digital platforms.
  • Ethical: Upholding ethical standards in the development and use of digital technologies and data.
  • Inclusive: Ensuring that digital services are accessible to all residents, regardless of background or circumstance.
  • Sustainable: Minimising environmental and social impacts associated with digital technologies.
  • Cyber-Resilient: Strengthening cybersecurity measures to protect essential council functions.
  • User-Centric: Prioritising user needs and experiences when designing and delivering digital services.

Enablers of digitalisation

To support these missions and principles, the framework identifies six enablers crucial for successful digital transformation:

  • Data: Using data and analytics to inform decision-making and optimise service delivery.
  • Connectivity: Ensuring reliable and affordable digital infrastructure for all residents and businesses.
  • Leadership: Demonstrating commitment and expertise in driving digital initiatives.
  • Capability: Building internal capacity and skills to effectively manage digital technologies.
  • Collaboration: Partnering with other councils and stakeholders to share resources and best practices.
  • Value: Ensuring that digital investments deliver tangible benefits and value for money.

Implications and future outlook

The digitalisation framework represents a significant step towards creating smarter, more responsive local governments. By embracing these missions and principles, councils aim to enhance community engagement, improve service delivery, and foster innovation in their respective regions.

The LGA encourages councils to adopt and adapt the framework to suit local needs, fostering a collaborative approach towards achieving digital excellence across the country.
